Eleanor was born on February 7, 1939 in Urbana, Maryland to the late Hazel Louise Hipkins (nee Rippeon) and the late John Walter Hipkins. Eleanor graduated from Frederick High School in 1957. She was an active member of Grace United Church of Christ, Frederick, the Great Frederick Fair and Maryland Farm Bureau.

Friends and relatives are invited to visit on Monday July 20 from 9:00 until 11:00 a.m. at Keeney & Basford Funeral Homes, P.A. 106 E. Church St. Frederick, MD. 21701 where a funeral service will be held at 11:00 a.m. in the funeral home chapel. Interment immediately following at Mt. Olivet Cemetery.
