Mrs. Julie Proctor Ridgley, affectionately known as “JuJu” of Frederick, MD. passed away on Tuesday August 4th,2026 with her beloved husband, Mr. William “Bill” Ridgley by her side. She was the daughter of William and Ruth Edwards Proctor.
She was born in Frederick, MD. on October 19th, 1955, and grew up in Bartonsville, MD with her parents and siblings. They were a very close-knit family. Julie’s life centered on her faith. She had a calm and quiet spirit that was always present to all who knew her, and she was loving to everyone. During Julie’s career, she was employed with the Frederick News Post in the advertising department for over twenty five years. It was at the Frederick News Post where she met her beloved “Bill”. Bill says that he and Julie had a mutual immediate attraction and connection from the moment they met.
Bill and Julie were united in Holy Matrimony on June 23rd, 2005 at Grace United Church In Christ, Frederick, MD. Julie and Bill enjoyed a wonderful life together, they enjoyed taking day trips and weekend getaways. They loved to dine out and enjoyed a variety of foods. Julie especially loved dishes made with beef and chicken. During family outings, Julie would request her sister Jan’s potato salad, Julie would make sure Jan knew “No Mayo”. Julie and Bill loved their quiet times at home, just being together made them happy. Bill and Julie also loved their two Siberian Huskies “Shadow and Shay”. Last but not least, Julie was an excellent baker, everyone loved her red velvet bundt cake.
Julie enjoyed monthly family get-togethers with her siblings, Sharon, Janice and James. She loved spending time with her extended family members. Julie loved shopping, QVC was a one stop shop for Julie. She could shop in the comfort of their home. Julie loved to decorate and re-decorate, there was a constant change in their home. She loved home furnishings, She and her sister Jan were frequent shoppers at Home Goods and at home. Julie was a lover of clothing, and she loved beautiful patterns and designs and she always had different hairstyles and various colors.
She leaves to cherish her memory, her beloved husband Bill, two sisters Sharon Proctor Naylor, Janice Proctor Simms and one brother James Proctor (Tuconya). She is remembered by aunts, Lena Jackson, Martha Holiday (Robert), Charlotte Ambush (Louis), Arianne Cosley (Larry), Special nieces Michelle Pannell(Tambuzi), Erica Naylor(Chris), Monique Pryor, her sister in law Roxanne Ridgley Saloky and nephew Larry Pryor who she referred to as Deany and a special friend Sharon Randolph who was affectionately called the other” Katie” She is also remembered by Lola Williams affectionately known as “Aunt Lola.”.
Julie leaves behind a host of grandchildren and great-grandchildren along with nieces, nephews and cousins. She leaves behind her special grandsons Anthony and Ezere. Julie was preceded in death by her sons Eric Bowie and Montrel Camera, maternal grandparents Ruth Jane and James Henry Edwards Sr. and paternal grandparents Garfield and Harriet Offord Proctor.
Family and friends can gather at the Keeney and Basford Funeral Home, 106 East Church Street, Frederick, MD 21701, on Monday August 10, 2026 from 12pm to 1pm. A funeral service will be held at 1pm. Interment will immediately follow at Mount Olivet Cemtetery.
